Abstract:从开始到发展的过程of the Quality Circle pursuit is that constantly engaged in quality management and knowledge creation, mixing together the Orient and Western culture.Consciously observing this process to continue work,it is sure to push the knowledge creation of enterprise forward.Under the condition of knowledgeeconomy, knowledge share is the important content of enterpriseto knowledge management. The main characteristic of Quality Circle pursuit is collective key tast team,it can provide good environmental condition for enterprise bring about knowledge share. Quality Circle pursuit is quality management movement of a mass character in the staff of all trades and professions, it can play the role of the main carrier in pushing the work forward of quality concept, expanding of application and knowledge main body shift. In Information-economy era, the function of Quality Circle pursuit will extend to above-mentioned three aspects. In new century, the intelligence revolution of quality control group will develop in giving play to the function.

Abstract:The barriers to technology transfer in oil industry include internal factors like difficulty ininformation exchange and lack of incentives and capabilities, and external factor like ihstitutional restric-tion. Suggested measures for improvement are to strengthen the construction of information channels. im-prove the market and intermediary service for oil technologies, and enhance the marketing awareness oftechnological goods and the ability of absorbing technologies.

Abstract:An analysis is made of the difficulties encountered in the course of popularizing higher education in China,especially after three years of expanded enrollment,which involve capital,"production"capacity,and commercialization of logistical service.By discussing the options for China's higher education popularization,it is argued that the reform in China's higher education should follow a gradually progressive road with special emphasis on the benign cycle between scale and gain.The goal of higher education popularization should be attained eventually by reforming property rights system to develop multi-level higher education.
